Medical Insurance
All international students are automatically enrolled in Burnaby’s mandatory medical insurance program. Families may choose to purchase additional coverage, but this does not exempt students from enrollment in our official plan.
Private Medical Insurance
All new international students are covered by private GuardMe insurance starting on the 15th of the month before their program begins. Prior to arrival, students are emailed their GuardMe Healthcare Access Card (HAC), which includes their name, ID number, policy number, and coverage dates.
Examples of GuardMe coverage includes*:
Doctor visits and hospital stays
Diagnostic tests (x-rays, lab work)
Emergency medical treatment
Ambulance transport
Prescription medication
Limited dental coverage (accidental dental and wisdom tooth extraction)

Making a GuardMe Claim
Students normally pay for care up front and then submit a claim form with all original receipts for reimbursement. It is important you keep all your receipts. You can ask your homestay parent or school’s International Student Advisor (ISA) for help with the claim process.
Transition to BC Medical Services Plan (MSP)
Students studying for more than 6 months are transitioned to BC’s public health system, the Medical Services Plan (MSP), after 2–3 months. The International Education Office will provide you with your MSP card once you’re enrolled.
MSP Covers:
- Doctor and hospital visits
- Diagnostic services ordered by a doctor
When visiting a clinic or hospital, present your BC Services Card. You will not be required to pay — the provider will bill MSP directly.
Secondary Medical Insurance
MSP Does NOT Cover:
- Prescription drugs
- Dental or vision care
- Medical aids or devices
- Other medical-related services such as physiotherapy, counselling, or ambulance services
- Regular dental care
Families who want extended coverage are encouraged to purchase additional secondary insurance services.
